Judiciary procedures of World Cup in discussion

A protocol aims to standardize, in the twelve states that will host World Cup matches, the way judiciary servers will work while active as the Special Fan and Youth Courts inside the stadiums during the games.

Members of the National Forum for Coordination of the Judiciary Power Procedures in the World Cup gathers in Brasilia to present the guidelines from the protocol to be established between Fifa and the Local Organizing Committee (COL), which will define how the Judiciary Power will act during the event.

The protocol aims to standardize, in the twelve states that will host World Cup matches, the way judiciary servers will work while active as the Special Fan and Youth Courts inside the stadiums during the games.

The document will define rules for access and control from the Justice servers, maximum number, profile of the personnel accredited to work in the courts and the means of accreditation.

A draft document will be delivered to the president of the National Council of Justice (CNJ) and the Federal Supreme Court (STF), the in the coming weeks, minister Joaquim Barbosa.

“through this protocol, the number of workers will be defined. These people will be accredited and identified. Fifa will know who they are, so they can get to the stadium and the security staff also knows who they are”, explained the president of the Cup Forum, counselor Paulo Teixeira.

He and auxiliary judges of the Internal Affairs of Justice Mariella Ferraz de Arruda Nogueira and Gabriel da Silveira Matos have also met members of the Ministry of Foreign Affairs to discuss modes of cooperation between agencies, to assist crime involved foreigners during the World Cup and other Judiciary services.

For cases in which foreigners are arrested, explained the counselor, it is required that the Justice get in contact with the origin country´s diplomatic service to inform about the detention.

Also according to the counselor, Itamaraty will have teams in every host city and in those which will work as training centers. These teams will act as facilitators, providing services especially for those who come from countries that do not have a large consular structure in Brazil.

In the coming days, CNJ should pass to Itamaraty the contacts of the network formed by the Judiciary for acting during the World Cup in order to facilitate communication between them, if necessary.
